I think practice is highly variable. Some open standards groups consider it enough to produce a prose specification, and leave all tooling questions entirely to implementors. Some consider it appropriate to supplement the prose specifications with things such as XML Schema or Relax NG definitions, which they will probably want to ensure are portable across multiple processors. Some consider it appropriate to provide an online validation service, which can be implemented using any tools you like. Michael Kay Saxonica
