I was afraid of that but I was hopeful that some of the people on this
list might have implemented this in a different way, because I believe
in theory the following should be possible:

<rules xmlns="http://purl.oclc.org/dsdl/nvdl/ns/structure/1.0">
  <namespace ns="ns">
    <validate schema="test.ebnf" schemaType="application/ebnf"/>
  </namespace>
  ...
</rules>
