There are actually three XML NDRs for CCTS:

1. UBL 2.0 NDR
2. ATG2 XML NDR 2.0, and 1.0
3. OAGIs 9 v0.7 NDR

So, it comes down to which flavor you want to implement.   All are based 
on the CCTS Meta Model, but each has a unique twist on implementing the 
Platform Specific XML implementation.    And yes, CCTS itself is 
platform neutral, but at some point you need to get to a platform 
specific implementation.
