That implies that the person who created the list has aspirations to make it complete. That needn't always be the case. If you want to collect data on browser usage, you're probably quite happy to classify the 1% who don't use one of the major browsers as "other", and there's probably no benefit to be gained in discovering what the "other" browsers actually are.
