Yes, when it shows up as a line item in a contract with dollars/loonies/pounds/gold attached. Remember, a specification or standard with no gold is a self-lauding door stop, an iron bird. If co-occurrence constraints are managed in code, then the programming organization is responsible for that work. Unless they are also responsible for the Schema, the work will be duplicated and collide or will create an interface among the organizations which must be managed and cost constrained. Are the items described encapsulated or part of a broader class of items that also must be migrated and perhaps as free work? Where there is a new project, it can be different but not if the current organization manages it or like items to their habits and current inventory. To determine if and when it will get traction, you have to find projects where it has an advantage in efficiency or cost or competitive advantage. Elegance is not a competitive advantage outside the programming bay and outside the bay, no one cares. Or should, really. len
