They mean the same as they do in XML.
 
SystemId is essentially the URI of a document (or more generally, of an entity). The terminology comes from SGML which predates the web and the concept of URI.
 
PublicId is a "public identifier", another SGML concept. It was an attempt to create a universal system for allocating globally unique names; it never really took off, but some document types do have public identifiers and you can use catalogs to translate them to URIs.
