In the interest of fairness, I've spoken to a great many proponents of efficient XML and interested parties, and I've only very rarely seen that argument come up other than as a joke. What I have seen far more often is people who don't see what is fundamentally less opaque about a text-based format (and if they're in the Web Services business, can we really blame them?).
