We are in the practice of using RDDL to define all the namespace URIs we use (whether they are for XML or some other purpose). 

If someone has an instance of our WSDL document or a soap message, they can click on the target namespace or service uri and load the RDDL page.  On that page we may have further documentation;  pointers to other namespaces the user might encounter within the soap message, schemas and schematrons etc. for them, or even a few different wsdl documents for the same namespace depending on whether the client wants their web services infrastructure to validate and parse the 
contents of the soap body (i.e. we could say the first element is foo and any content can follow in one wsdl and leave the validation up the implementor of the service;  or we import the schema definition for foo).  In our work we tend to define interfaces and have several implementations of the servers and clients.
