Thanks in large part to the helpful comments I've received from this list, I've revised "An Outsider's Guide to the W3C": http://simonstl.com/articles/civilw3c.htm New sections include acknowledgment of some activities that are particularly open to public participation, as well as coverage of the TAG, the Advisory Board, and ongoing patent discussions. There are updates throughout the document, however, reflecting three years of change. I've labeled this version "2.0a", since there are undoubtedly bits to fix and additional material that might be appropriate. Further comments are welcome both on and off the list.
