Well, one real-world example with real impact suggests it _is_ viable option -- the National Health Service in Scotland has already deployed W3C XML Schema-based distributed support for a range of doctor<->hospital interactions. The umbrella UK NHS is well on their way to a similar deployment. They achieved this by the time-honoured route of getting requirements from the users, contracting development (of architecture and schemas) to consultants, and involving vendors in an advisory role from the beginning, so they were able to implement what the consultants delivered.
