For example, if a notation (say PNG) is defined in the external
subset where it's easily shared, it might be desirable to declare
a reference to that notation in the internal subset.

This shows up both with attributes of type NOTATION and with
unparsed entity declarations.  The latter situation is pretty
common (I'm told :-) among folk who use unparsed entities:
each document has its own set of entities, but the types of
the entities (their notations) are widely shared.
