It is true that attributes are redundant in a sense but they are far from useless. Its unobtrusive nature helps solve problems like XML Namespace. As Tim mentioned, it does enhance readability. DTD is a lot more friendly to attributes. With attributes, you can enforce 'just-once' constraint without schema. XHTML would look awefully funny without attributes. The list goes on and on.
