Didier,

I can't publish a document that isn't yet public. We've said we're going to 
do so, but I still believe our position has been firmly articulated, and it 
has nothing to do with some special magic surrounding href. Please read 
these archived issues in detail before putting unwarranted assumptions in 
our mouths.
