If you need namespaces and DTDs, it can be done.  Tim's algorithm is
for the very hard problem of mechanically merging the restrictions of
multiple namespaces.  But if you *need* a DTD, odds are it's because
you have some particular restrictions you need to express.  So express
them!  Namespace-style names don't introduce any new problems here.
They *do* make assembling of semantics (but not restrictions) from
disparate document types possible.
