If you are generating HTML 4, you don't want to force the xml output method <xsl:output method="xml" indent="yes" encoding="utf-8" doctype-public="-//W3C//DTD HTML 4.01//EN" doctype-system="http://www.w3.org/TR/html4/strict.dtd" omit-xml-declaration="no" /> otherwise there will be no way to get HTML syntax for empty elements, script elements etc. If you change that to method="html" (which would be the default anyway) the output will use HTML syntax and also automatically add a specification of the encoding used into the head element.
