One word: Emacs. With James Clark’s awesome XML-mode.
Even better, Emacs with psgml-mode's xml-mode, which provides all¹ the facilities of an XML document editor.

¹ Bar one: it has split-element but no join-element. No biggie IMHO.
Can you search by XPath in this mode?
Good point. No, but there are other add-ons that do.

When I win big on the lottery, I will hire an elisp programmer to update the package, add XSD and RNG (it only does DTD at the moment because it's aimed at publishing), add the facilities of James's XML-mode, add XPath, and merge the bells and whistles of xxml-mode. The problem is that I would need to buy a lottery ticket :-)
