I'm able to produce a XML file, with all exotic-characters escaped, with
a reference to a DTD, that's perfect.
Now, I have to try to see if it's valid as a SGML file...

Use the "XML Entity Definitions for Characters":

It also has an XSLT2 stylesheet for mapping from Unicode characters to
entity references.
