That is the approach DFDL (Data Format Description Language) takes. For a codepoint that is not allowed in XML, it maps the codepoint to the PUA by adding E000.

U+0000 (NUL) is mapped to U+E000

U+0001 (SOH) is mapped to U+E001

U+0002 (STX) is mapped to U+E002

etc.
