Canonicalization was made unnecessarily difficult by the failure to
keep it simple.  Or maybe it was a case of NIH.  A simpler c14n
procedure - derived from previous work - could also have addressed
Norman's isue, I think.

Despite Dan Connolly's backing, the "comment" - given its fate, let's
not call it a "constructive proposal" -  on the XML c14n draft was, as
expected, entirely ignored.
