That seems a very broad statement, Roger. In the interest of preserving information and not losing important relationships, I would think it critical not to drop any id or idref attributes. Those relationships may be very important to the information.

Certainly in JSON one wouldn't have the ID attribute type semantic of uniqueness and the IDREF(S) attribute type semantic of referential integrity, but preserving the values of one's ID and IDREF attributes would preserve important relationships expressed within the information even if they were type-less.
