The other thing is to ascertain whether the step value is actually a name rather than an ordinal.

In legal documents to be printed, or documents where there is looseleaf replacement, it is usually the case that the value is fixed to permanent  references  and tominimise flow-on re-numbering.

Adding a new step after step "2" would not be "3"  but "2a" IYSWIM.

So you would need to get that question answered before you could decide.
