Yes, NO padding characters (tabs or spaces) are used for indentation,
unlike existing tools, that's the whole point of the proposal, I'm
sorry if that didn't come across clearly.

The proposal has no bearing on WYSIWYG XML authoring tools using CSS,
it's addressing XML text editing only. One key motivation behind this
proposal is to improve the XSLT editing experience that XML text
editors currently provide where WYSYWIG isn't an option. There are
also many other cases, I believe, where people prefer to 'hand-craft'
the XML at the text level, this proposal is for those cases.
