Apologies for this reply being very, very late.

You obviously did not cite all "XML technologies" (e.g., XQuery isn't mentioned), but that would be difficult at best anyway.

Some omissions from even the last version of your list:

* In XPath 3, URI qualified names

* In XPath 2 and beyond, collations

* In XPath 2 and beyond, the document-uri() function returns a URI

* In XPath 2 and beyond, the uri-collection() function returns a sequence of URIs

* In XPath 2 and beyond, the namespace-uri() function returns a URI

* In XPath 2 and beyond, the namespace-uri-for-prefix() function returns a URI

* In XPath 2 and beyond, the namespace-uri-from-QName() function returns a URI

* In XPath 3, the unparsed-text() function accepts a URI argument

* In XQuery 3 (in case you want to include this language), URIs are used in several places within query prologs:
- namespace declarations, including module namespace declarations and default namespace declarations
- option declarations (e.g., serialization options "output" and "parameter-document")
- default collation declarations
- base URI declarations
- schema import declarations
- module import declarations

* In XQuery 3 (in case you want to include this language), URIs are used in constructors of various sorts
