OCLC used to have an SGML tool called Fred, which I believe did just this.

See http://web.archive.org/web/*/http://www.oclc.org/fred/

http://web.archive.org/web/20080211221218rn_1/digitalarchive.oclc.org/da/ViewObject.jsp?objid=0000003782

See SGML'95 paper,
http://web.archive.org/web/20001016143854/www.oclc.org/fred/docs/sgml95.html

Eg """4.0 Automatic DTD Creation Process

The automatic DTD creation process is a means whereby a generalized
grammar is built from one or more document instances by first creating
structural rules as described in the previous section and then
combining, generalizing, reducing, and these rules. The resulting
grammar is then output using an appropriate DTD syntax. We will explain
all of this in more detail in the following. """

Dan
