The difference may be here: "we find a community creating a single XML
vocabulary".  We need to know that what they say they are creating they are
willing to live with.  IOW, again, traffic analysis to determine where the
strong and weak forces are (majority and minority concerns and objectives)
can help determine if the will of that community is strong enough to
overcome objections or the effects of defections.

Again, Community Time is not the same as Internet Time or Project Time.
Agreements are separate from meaning.   Steve Newcomb advocates topic maps
as I recall because these are separate concerns.  RDF is problematic because
it is meant for machines to digest.  I'm not sure how of if that problem
comes up in RDF discussions.  

Steve please correct me if I'm wrong about that.

I see now that I have missed the approach that Len identified.  I will
fix that.
