Yes.  Global vs local (scope of authority or general consent vs/or scope of
use given some definition of scope (geo-spatial, geo-political, etc.) is
another view into the problem of authority vs/or general consent.   No
metric; no measure.  No measure; no proof.  No proof; no assessment.

Then it comes down to means of measure: schema, rules, contract spec, etc.

Rogers original example of road signs made me think of 'local' rather
than global? In the UK road signs go along with the road they're marking
hence the US examples seem odd to me.

So 'my practice' is more likely the convention in my locale than in 
someone elses?
