It would be easier to programmatically manipulate CSS with an XML syntax... but it is easier for human beings to have a more condensed syntax such as the one we know... So, why not both ?!? I, personally, would prefer a good editor with which I could type source files with a human being syntax while a program could read them with an XML parser.
