file with rules instead of tag's prefix
David,

DD> Putting meaning into the _style_ sheet is still a bad idea.

Is it mean, that you propose non-style separate file ?

DD> XML parsers should not be required to fetch CSS

CSS or separate file in general ?

DD> in order to generate a DOM.

What's about separate file, i argued reasons in detail on
http://lists.xml.org/archives/xml-dev/200802/msg00368.html

If you are not agree with me, please, analyse mentiond letter
step-by-step. I would be very glad, if you will make this.
