actually I think the way you have to update a document fragment is GET Document append new fragment under document element PUT Document. So what happens when someone GETs, appends, PUTS a fragment that you don't want there. It's basically not easy to disallow updating of particular fragments because REST is based on handling the resources, not fragments of resources. It's like I said, if a fragment should be updateable then it argues that the fragment is in fact an independent resource.
