Not quite.

1. Ted Codd published his seminal paper on the relational model in 1970. He 
cited the 1968 work of D.L. Childs on Set Theoretic Data Structures.

2. In 1973, Ray Boyce and Don Chamberlin invented SQL while working at IBM on 
System R. Boyce died in 1974, but Don Chamberlin played a major role in the 
development of XQuery. Chamberlin, Jonathan Robie and Daniela Florescu created 
Quilt, the XML query language that's the ancestor of XQuery.
