A library like XOM doesn't hugely increase the footprint or deployment cost of most apps. However if you were to use it in an applet, then that's half a meg of extra data you have to load every time you load the page. The cost calculus is just different for web apps written in JavaScript. I see the same thing happening with client side AJAX frameworks. Despite how hot AJAX is, these aren't seeing as much adoption as you'd otherwise expect.
