I understand perfectly your point. I have been tasked with producing a set of potential solutions for code list extensibility for the committee to review.  Each solution must allow  users of a set of schemas to extend and restrict a code list without modifying the underlying schemas. It is presumed that these underlying schemas are maintained by a standards group, and the users of the schema are in a commercial trading group that wants to implement its own usage agreements without requiring change to the standard.

 

The set of solution methods that have been proposed in this and other forums include:

 

  • Substitution Groups
  • Redefine
  • anyURI Plus Lax processing
  • Xsi:type override

 

Each has its own benefits and costs. When I complete the working white paper, we can discuss which if any are the desired solution set.
