Well, that's not *entirely* true.  You can use the xercesSamples.jar to do this with the command:

java dom.Counter -v -s whatever.xml

(assuming xercesImpl.jar, xercesSamples.jar, xml-apis.jar, and xmlParserAPIs.jar are in your classpath)
