pretty much any text editing tool ought to be able to do this, certainly
anything with regular expressions (sed, perl, emacs, XSLT2, ...)

eg just typing some sed on to the command line:

$  sed -e "s@\(...\)\(.*\)@<tr><td>\1</td><td>\2</td></tr>@" <<XX
> 1  2
> a  b
> XX

produces:

<tr><td>1  </td><td>2  </td></tr>
<tr><td>a  </td><td>b  </td></tr>
