I'd say, use the defined mapping to make an IRI into a URI, and go
with the URI.

By the new post-2396 rules, "URI" means "absolute URI with or without
fragment identifier".  In 2396, "URI" had no formal definition.

Why would this be necessary?

More significantly, RFC 2141 forbids certain URI characters from
appearing in URNs.
