you can't.

in relax ng it would be something lke


section |= element section {attribute id {"name"}, xsd:string}

where this snippet says that the pattern "section" means a section
element which _has_ to have id="name" and content an xsd:string and the
|= means that it will be -or-ed together with any other definitions to
hand so by having a bunch of these for all possible id values you can
express the constraints that I think you want.
