Same here.  

Just to clarify:  a State switch is literally a message 
switch that State agencies use to route messages 
to different sources, for example, the National 
Crime Information Center.   Messages will have 
code types with different kinds of responses 
expected, different privileges depending on 
the querying agency, etc.   Think of a cruiser 
doing a traffic stop that then sends in a vehicle 
check based on the license tag, or a person check 
based on name, SSN, etc.

Message switching and routing are a pretty 
well-defined domain.  XML and SOAP can 
commoditize it.  That's a good thing.

Sure - it depends on how one interprets the term "XML Router". My
interpretation was more on the "macro" level - i.e. routing information
from one system (i.e. one enterprise) to another; while with Cocoon, the
routing is more on a micro level - i.e. internal to a single system,
from process to process.
