The information space of floating point numbers isn't the value space of currency or of numbers which have fixed precision. There is no restriction in ASN.1 (or most other typed systems) that will prevent you defining types for these values, much as you can define classes to represent complex numbers in OO languages. The problem with loss of information only arises when you use the wrong representation.
