- XML Cooktop (Windows only - I prefer the earlier version rather than 
the current one).  Very convenient for running xslt transformations, and 
can format the file (uses Tidy).

- Topologi's CME

- Editplus or other good text editor

For styled editing - as in writing a paper to a predefined XML format - 
I like XML Mind.  It styles using CSS.  If there is no css stylesheet, 
it provides a basic tree display.  But usually I don't edit styled XML.
