We had a panel discussion of this at Web Services Edge
last week.  There's a writeup at

which is pretty accurate, as I remember it anyway. The
consensus was that the CIO Mag article has a point,
but it's exaggerated.

I'd also note that one of the people that Koch quotes
has taken serious issue with the article:

Overall, there's a real dilemma for the Powers that
Be: On one hand, "design by committee" is not a great
strategy, at least <subtleDig target="XQuery"> if you
want a Recommendation within 5 years of the Workshop.
</subtleDig> :-) Coming up with a solid proposal by
some back channel communications can improve both time
to complete and quality.  On the other hand, they just
can't help themselves from getting wrapped up in Big
Power Politics whenever some obvious need (like SOAP
extensions for reliable messaging across diverse
networks) comes along.

So, if the end users don't want to waste billions of
dollars on "standards" that are not real, Just Don't
Do It. Pay attention to the technical reality, not the
hype, and vote with your feet for technologies and
vendors thereof that actually add value to what YOU
do.
