No, maybe we should just scrap the whole thing, and let developers use URIs to represent countries, languages, and combinations thereof. Country and language codes are up there with MIME types in the list of "someone thought this needed a registry", when registries of all sorts are of course fragile and evil - as this very moment demonstrates.
