No skinny in this game, but having read the debates 
and noted the flaws of origination, I third Tim and 
Mike.  The IETF comes closest to what this group's 
culture has evolved into.  It provides the least 
amount of required direction sustainable given 
the current millieu.  And it gets it off a site 
maintained by a bigCo employee that can lead to 
trouble later on despite all good intentions of 
all players.
