That's a powerfully clarifying statement.  

In practice, I think there are a few more shades of gray, since there is
lots of local syntax that's used happily in its own little box, and some
corners of the world are sharing object models happily, if not precisely
globally. 

In general it seems fair to say that data formats are shared easily,
while data processing expectations are only shared with difficulty,
often with substantial (and frequently hidden) risk.
