I'm not under the impression that the W3C is grinding to a halt because of 
namespace resolution -- I find namespaces 1.1 remarkably clear on the fact thta 
string comparison must be used -- but rather that some people for some reason do 
not consider I18N and IRIs as important, which I find is a pity.
