I'm trying not to participate in this discussion (I'd rather just let you guys figure out what you want to do), but I'll give one answer and make one comment. Yes, OASIS specifies Robert's Rules as the procedure within our TCs. But xml-dev is not an OASIS TC, so you're not obliged to follow those rules. The more you all talk about chairs, executive council, consensus, web pages with additional functionality, who gets to vote on decisions, etc., I'm wondering at what point xml-dev will turn into an organization rather than just a discussion list.
