My benchmark would be when they're actually in use on a large scale, not when people agree to use them. Agreement is a necessary but insufficient condition for success; the other necessary condition is that what's agreed upon actually works at scale. IMO, Web services don't; they're not late bound, like every other successful system on the Internet today.
