Not clear why you have two identical imports. . . Ah, that's presumably the problem. Processors are likely to ignore 2nd and subsequent imports of the same namespace. Construct the following document <xs:schema xmlns:xs="http://www.w3.org/2001/XMLSchema" targetNamespace="http://myhost/TruckTrace"> <xs:include schemaLocation="TruckTraceRequest.xsd"/> <xs:include schemaLocation="TruckTraceResponse.xsd"/> </xs:schema> and put _one_ import of your namespace and that stub schema.
