I'll answer that for me, before I head off to Paris for my vacation: 
No, I do not expect the average document author to add 
internal/external subsets in order to use a frequently needed 
character. I do expect them to type it in their document directly 
using a keyboard, character encoding, font, and input method that 
makes it available to them. I expect them not to use an entity 
reference at all. If they cannot do so, then I claim the problem lies 
with one or more of the keyboard, character encoding, font, and input 
method. It does not lie with XML, which is perfectly content to have 
the actual characters people type.
