Whether that namespace is the default in any particular document is just a feature of that document not a feature of the namespace. If there is a default namespace declared you can always make an equivalent document that uses a prefix (and prefixes the elements) Going the other way given a document in which every namespace is bound to a prefix you can always take one of the namespaces and add a default declaration for that namespace and remove that prefix from all the elements.Of course you have to leave any attributes prefixed and leave in the original prefix binding for the namespace if there were any attributes in the namespace.
