That already means something: it is an URL relative to the current scheme.
Such things are deprecated, but they do exist.

Instead, use an URN like urn:publicid:seairth.com:AbstractResource.
This is not the image of an FPI, but is still valid.  If you wanted
to make it an FPI, it would be (IIRC)
urn:publicid:IDN+seairth.com+NONSGML+AbstractResource:EN .
